Case Study: Conversion of Annexe to Holiday Let

 

The project began with an existing one-bedroom annexe in Kingskerswell, Newton Abbot, created in 2019 through the conversion of a former garden store. Under the original permission, a planning condition restricted its use solely to purposes ancillary to the main dwelling.

 

In early 2025, the owner approached NAPC with the aim of expanding the use to include short-term holiday letting. This required a Section 73 application to vary Condition 3 of the original approval.

 

Our first step was to review the site’s planning history and identify applicable policies in the Teignbridge Local Plan and the National Planning Policy Framework. The location (within the Kingskerswell settlement limit and close to public transport and local amenities) meant it met the criteria for the council’s small-scale tourist accommodation policy.

 

We then prepared a planning statement setting out:

 

  • That no physical changes to the building were proposed.
  • How the scale of the annexe (29 sqm) inherently limited occupancy to couples or small groups, minimising potential amenity impacts.
  • The availability of on-site parking for guests and the sustainable transport options nearby.
  • Comparable local permissions and relevant national appeal decisions, demonstrating consistent decision-making in similar cases.

 

Once submitted, the application proceeded without objection from neighbours, consultees, or the parish council. The case officer’s site visit confirmed that the proposal would have no adverse effect on the character of the area, residential amenity, or highway safety.

 

On 17th July 2025, Teignbridge District Council approved the variation of condition. The decision allows the annexe to be used both as ancillary accommodation and as a holiday let, subject to occupancy limits and record-keeping requirements to prevent permanent residential use.

 

This positive outcome was achieved by setting out a clear, policy-driven justification from the outset, addressing any potential concerns before they were raised, and providing strong precedents to support the case.

 

This project further shows how a well-prepared application can open new opportunities for property owners without unnecessary delays or complications. By aligning the proposal with planning policy, addressing any potential concerns early, and presenting strong supporting evidence, NAPC secured a smooth approval process and a positive outcome.
