NAPC secured planning permission for a modular community café at the Brandwood Centre in South Birmingham, a well-established charity-run facility providing education, health and wellbeing services to local residents.
The proposal involved the installation of a 35m² single-storey café building within the centre’s existing car park area. The building will provide a small seating area, serving counter, kitchenette and accessible WC, creating a welcoming space for visitors, volunteers and community groups using the centre. Importantly, the café will be operated by the same charitable organisation and will remain fully ancillary to the main community centre use.
Although modest in scale, the application presented several planning challenges. The site lies within Flood Zones 2 and 3, cafés are normally directed towards designated centres under local planning policy, and the surrounding area is primarily residential.

NAPC prepared a clear planning strategy to address these constraints. We demonstrated that the café would function as a supporting facility for the existing community centre rather than an independent commercial use, meaning it would not compete with nearby centres or alter the character of the area.
A proportionate Flood Risk Assessment was also prepared, demonstrating that the modular building could incorporate appropriate flood resilience measures without increasing flood risk on or off site.
Birmingham City Council accepted the planning justification and granted permission subject to conditions.
The new café will enhance the experience of visitors to the Brandwood Centre while helping to support the long-term sustainability of this important community facility.
