Planning application fee increase 2023

Planning application fees will increase from 6th December 2023 due to legislative amendments.  The Government expects the fee increase to result in increased investment in the planning service, however, we are not holding our breath!

The main points of the legislation changes affecting planning fee applications are as follows:

  • Application fees will be increasing by 25% across the board, which will rise to 35% for major schemes based on the legislative interpretation of ‘major development’.
  • Starting from December 6, 2023, there will be no free resubmission provision for applications. However, applications eligible for a free resubmission prior to this date will still be eligible.This will see the number of such exemptions fade out over the 12-month period after the amendments have taken effect.
  • As of 6th December 2023, a fee will be required for the prior approval application for ‘development by the Crown on a closed defence site’ under permitted development rights.

 

The amendment introduces an annual increase in application fees linked to inflation. The increase is capped at 10% and will take effect every April, from 2025 onwards.

Tightening of the Planning Guarantee

The planning guarantee has been revised to allow for non-major applications to receive a refund after 16 weeks instead of the previous 26 weeks, including householder developments whose determination time is undetermined.. This change does not affect other cases, which will continue to follow the previous 26-week period.

How much will the new fees cost with the  planning application fee increase included?

  • Householder (annexes) planning application fees will increase from £270 to £322
  • The cost for a Certificate of Lawfulness (mobile home) will go up from £167 to £189
  • Change of use applications (curtilage extension for example) will increase from £526 to £642.

*The above fees include the Planning Portal surcharge of £64.
